Cybercrime Project – training specialized personnel in the field of live forensic

The Schengen Multifunctional Training Center, as a partner of the General Inspectorate of the Romanian Police, is implementing the Cybercrime project – training specialized personnel in the field of live forensic (identifying digital evidence on site), project code IS31A_002, funded through the National Program 2021-2027 Internal Security 2021RO65ISPR001.
The project has an implementation period of 12 months, from June 2024 to June 2025, and the total project value is 8,852,763.00 lei (VAT included). The budget allocated to C.M.P.S. is 421,056.00 lei (VAT included), of which 378,950.40 lei represents the contribution from non-reimbursable European funding (90%) and 42,105.60 lei represents own national co-financing (10%).

The objective of the project is to create the premises for a strategic approach to combating the phenomenon of cybercrime primarily, and other forms of organized crime involving the use of technology in the modus operandi.
Its implementation aims at: training activities for police officers within the DCCO in the field of identifying data from cyberspace at the crime scene during operational moments, and raising awareness of the latest trends regarding the modus operandi involving IT&C.
Thus, technical training in cybercrime is an investment in national security and in the protection of personal and institutional data. This proactive approach ensures a stronger position against cybercrime and contributes to increasing the level of security within the area of freedom, security, and justice, in line with the EU objective.
The specific objectives of the project are as follows:
1. Advanced training of law enforcement in the field of digital evidence (at CMPS headquarters: 75 police officers from IGPR);
2. Creating a framework for cooperation for specialists in the field of digital evidence and promoting best practices (technical, legislative) by organizing 2 technical workshops for the exchange of experience and information with the participation of 200 people in the digital forensic field.
3. Purchasing licenses related to the digital forensic field for carrying out applied training.

Non-reimbursable funding ensured through the National Internal Security Program - www.fed.mai.gov.ro and from the national budget, based on the financing contract concluded with the Internal Affairs Management Authority, Directorate of Non-Reimbursable External Funds of the Ministry of Internal Affairs

Partnership between the Schengen Multifunctional Training Center and IPA Romania

The graduating class of future Constanța police officers, who are currently attending the initiation course at the Schengen Multifunctional Training Center, had on 12.06.2024 a moment of guidance for their future careers.
Thus, Chief Police Commissioner Dr. Macovei Ovidiu – Director of the Schengen Multifunctional Training Center, together with Mr. Tărtăreanu Mihai – President of IPA Romania, and Mr. Macovei Bogdan – President of IPA Region 5 Prahova, presented the trainees with the perspectives of the police profession, the importance of the values and principles that each must embrace, the esprit de corps, and the challenges they will face in the institutional reshaping of the Romanian Police!

On this occasion, an older connection between CMP Schengen and IPA Romania was formalized through the signing of a cooperation protocol, the partnership mainly aiming at carrying out professional projects at both the national and international levels!

European Partnership for Ethics and Integrity

"European Partnership for Ethics and Integrity", a project funded through the Erasmus+ Program 2021 – Key Action 2 – Partnerships for Cooperation, offers opportunities to improve the training methods and techniques used in the field of ethics and integrity.

The Schengen Multifunctional Training Center is a partner, along with Institut de Seguretat Publica Catalunya – Mollet del Valles, Spain, Internal Security Directorate Mol – Sofia, Bulgaria, Valsts Administracijas Skola – Riga, Latvia, Universita Cattolica Del Sacro Cuore – Milan, Italy, while the General Anticorruption Directorate acts as the leader (coordinator).
• Implementation period: 28.02.2022 – 27.08.2024
• Total project budget: 221,500 euros
• Budget allocated to C.M.P.S.: 22,326 euros, with the EU contribution covering 100% of eligible costs.

The project contributes to improving the training techniques for trainers in the field of ethics and integrity and to increasing the capacity of anticorruption agencies and training institutions to manage and implement changes in the process and methods of training in ethics and integrity, including through digital education.
The main activities of the project are:
• Mobility actions carried out for experience exchange (job shadowing), held in: Milan, Italy (27.06 - 01.07.2022), Riga, Latvia (26.09 – 30.09.2022), and Sofia, Bulgaria (06.11 – 10.11.2022);
• Piloting the results using training curricula in the field of corruption prevention, ethics, and integrity, and the initial training of employees, carried out in Barcelona, Spain (12.06 – 16.06.2023), Bucharest, Romania (03.07 – 07.07.2023), and Milan, Italy (08.10 – 12.10.2023);
• Transnational project meetings organized for the proper implementation of the project, held in: Bucharest, Romania (27.04 - 28.04.2022), Barcelona, Spain (25.01 - 26.01.2023), Sofia, Bulgaria (17.05 - 18.05.2023), Riga, Latvia (26.09 - 27.09.2023), Bucharest, Romania (20.05 - 21.05.2024), Sofia, Bulgaria (18.06 - 19.06.2024), Milan, Italy (26.08 - 27.08.2024)
• Multiplication events.

The results of the project consist of:
• Training curriculum in anticorruption, ethics, and integrity for the initial training of employees;
• Training curriculum in anticorruption, ethics, and integrity for public officials or civil society;
• Training curriculum/guide for anticorruption trainers for the academic environment.
