The Multifunctional Schengen Training Center carries out initial and continuous professional training activities for the staff of the Ministry of Internal Affairs and other categories of persons outside the ministry with responsibilities in the Schengen area, as well as scientific research.

The mission of the Center
Achieving the strategic objectives of the Ministry of Internal Affairs in the Schengen area, the Multifunctional Schengen Training Center constituting, through specialized programs, the main provider of professional training in this field.
The Center's objectives:
General
• providing a conducive instructional and educational framework for the training of personnel directly involved in the Schengen field and related activities, facilitating the implementation of the components of the Schengen acquis, the specific legislation in this field, and the specific working procedures for the personnel of operational structures;
• ensuring professional training, through initiation, improvement, and specialization programs appropriate to the field of activity of the personnel of the Ministry of Internal Affairs and other institutions outside the ministry with responsibilities in the Schengen field;
• initiating and developing scientific research for the purpose of drafting specific documents for training in the Schengen field.
Specific
• ensuring the effectiveness and efficiency of operations, and the optimal use of all resources of the Schengen Training Multifunctional Center in order to provide high-quality professional training;
• ensuring/hosting training activities for the benefit of structures/institutions outside the Ministry of Internal Affairs, with responsibilities in the field of accession to the Schengen area;
• ensuring the training of personnel from various structures of the Ministry of Internal Affairs involved in the accession process, as well as knowledge of the standardized procedures in the Schengen area;
• designing and delivering various training programs according to the classic system, through e-learning and blended learning, for a wide range of beneficiaries, while maintaining and developing cooperation at the national and European level, as well as developing programs for accessing European funding for its own development and for institutional collaboration activities;
• ensuring the reliability of internal and external information by keeping proper accounting, protecting against fraud the information and documents recorded in the financial and management segment;
• ensuring that the activities carried out by the Schengen Training Multifunctional Center comply with laws, regulations, policies, and internal decisions;
• supporting the fulfillment of Schengen-related duties and missions of the beneficiary structures, through specialized training of personnel for foreign language knowledge, improvement of communication skills, and development of practical skills for working with procedures, software programs, and equipment, both in the pre-accession and post-accession phases;
• training specialized personnel from the operational structures of the Ministry of Internal Affairs regarding the use of cooperation IT systems related to the Schengen acquis components and cooperation with other involved international institutions;
• ensuring the specialized training of personnel directly involved in the operation, administration, and maintenance of the Schengen Information System and the National Alert System;
• within the initial training, specialized preparation will be provided mainly for personnel designated to carry out their activities directly in the operational components of institutions/structures with responsibilities in the Schengen field.
Duties of the Center:
• provides professional training programs, in compliance with quality standards and requirements;
• organizes, initiates, and develops scientific research activities within interdisciplinary and inter-institutional teams;
• organizes and coordinates professional training programs intended for adults, common to multiple occupations, for which no occupational standard is required for program authorization;
• initiates and carries out partnerships, programs, and projects, organizes seminars, meetings, debates, and exchanges of professional experience with a formative and practical-applicative character, in collaboration with similar national and international institutions.
According to the Integrated Concept for training the personnel of the institutions/structures involved in the process of Romania's accession to the Schengen area, the Multifunctional Schengen Training Center ensures the training of personnel with responsibilities in:
• operation of IT systems relevant to the Schengen area, for the control of external borders, detection of forgeries, and prevention of illegal migration;
• border control, visa policy, migration, asylum, police cooperation, judicial cooperation, the fight against drugs, firearms and ammunition, the Schengen Information System, data protection, knowledge of international situations relevant to operational activities in the Schengen area, knowledge of international languages necessary for cooperation in the Schengen area;
• knowledge of work/exploitation procedures in the data communication networks of the Schengen area;
• implementation of an anti-corruption strategy.
