Notes: According to the provisions of O.M.A.I. no. 154/03.03.2004 regarding physical education and sports activities in the Ministry of Internal Affairs, the training programs conducted at the Schengen Training Multifunctional Center include a total of 4 hours of physical training weekly, therefore, course participants are required to attend the center with appropriate sportswear.
According to the provisions of the Internal Regulations: “Trainees enjoy all legal rights; no activity organized by and/or within the Schengen Training Multifunctional Center may harm their dignity or personality.

Trainees have the following rights:

a) To use the technical and material base of the Schengen Training Multifunctional Center for training and recreational activities;
b) To benefit from food, accommodation, and medical assistance, according to applicable rules;
c) To benefit from leave and permissions, only in compliance with legal norms;
d) To participate in scientific, cultural-artistic and sports events, exhibitions, and other similar activities held inside or outside the Schengen Training Multifunctional Center;
e) To express opinions through surveys regarding the organization and conduct of the educational process or other requested matters;
f) To inform the class instructor about personal issues or difficulties related to training activities;
g) To be supported in documenting the completion of formative tasks included in the curriculum;
h) To receive a graduation certificate and a copy of the academic record or a certificate of participation in the completed training course, as appropriate, according to the Ministry of Internal Affairs' normative acts;
i) The Schengen Training Multifunctional Center will communicate, investigate, and record work accidents and professional illnesses involving trainees, only during their period as trainees—from official course opening to official course closure and receipt of graduation documents—in accordance with Law no. 319/2006 on workplace health and safety, with subsequent amendments.”
According to the provisions of the Internal Regulations, trainees have the following obligations:
a) To participate in the planned educational activities;
b) To respect the safety and health norms and instructions of the Schengen Training Multifunctional Center, as well as legal provisions regarding workplace safety and health;
c) To attend courses at the specified date and time;
d) To use the time allocated for training properly, to respect discipline during courses and the internal order of the institution;
e) To maintain administrative and household order, cleanliness of accommodation and dining areas, as well as spaces dedicated to education;
f) Not to bring or consume alcoholic beverages inside the institution;
g) Not to keep or store food in the accommodation spaces;
h) To show respect and decency towards training staff, administrative personnel, colleagues, and others they interact with;
i) To wear the service uniform during courses, generally, and to maintain decent and appropriate attire for the activities they participate in;
j) To participate in missions/activities established by orders from the management of the Schengen Training Multifunctional Center and higher levels;
k) To comply with legal provisions regarding the protection of classified information;
l) To carefully preserve and use equipment and property of the educational, dining, and accommodation facilities of the Schengen Training Multifunctional Center; any incidents or damages must be reported to the center staff by those responsible or who have knowledge of them to limit damage;
m) To repair damages caused in case of deterioration or destruction of property;
n) To carry their service ID and trainee ID during the entire stay within the Schengen Training Multifunctional Center;
o) To present their service ID and trainee ID to staff when leaving and returning to the center;
p) To avoid causing accidents that endanger life, health, or physical integrity during training and free time activities;
q) To use water, electrical, and thermal resources rationally;
r) To return the access card upon termination of trainee status.
According to the provisions of the Internal Regulations:
(1) The following are prohibited for trainees:
a) Access to the Schengen Training Multifunctional Center after midnight, except in well-justified cases;
b) Removing classified documents or any materials from the Schengen Training Multifunctional Center, except those provided during the training process;
c) Using the computer equipment provided by the Schengen Training Multifunctional Center for purposes other than those established in the training process;
d) Organizing, conducting, or participating in activities that promote political, racial, or xenophobic propaganda;
e) Unexcused absence from courses or planned activities;
f) Collecting money, goods, or other valuables during lessons, tests, exams, or other activities.
(2) The provisions of Article 65, paragraph (1) of this Regulation apply accordingly to trainees and other persons temporarily on the institution’s premises.
According to the provisions of the Internal Regulations:
(Trainees accommodated at the Schengen Training Multifunctional Center may leave the garrison from Friday 3:30 PM until Monday 7:00 AM.
(Courses and training programs necessary to fulfill job duties, conducted at the center, conclude with issuing a certificate of attendance for trainees with at least 75% attendance and who demonstrate competency at the performance indicator levels described in the thematic plan or curriculum.
If a trainee does not pass or attend the evaluation, they may request a rescheduling based on a motivated report. The report must be approved by the unit’s management, accompanied by the proposal of the Methodical Commission of the department.
In cases of family events (marriage, childbirth, death of spouse or relative up to the second degree), as well as other exceptional situations or events, trainees may benefit from paid leave/permission/paid vacation days according to their professional category (police, military, civil servants), based on a personal report approved by the course instructor, head of department, deputy director, and director of the Schengen Training Multifunctional Center (Annex no. 2).
Paid leave is granted in situations provided by the legal regulations in force.
Trainees who do not leave the locality at the end of the week may choose to remain at the Schengen Training Multifunctional Center without food allowance.
